WHAT IS A NDAA COMPLIANT CAMERA SYSTEM?
In order for certain video surveillance & telecommunications equipment to be installed on U.S. government properties, it must be in compliance with Section 889 of the 2019 National Defense Authorization Act (NDAA).
Section 889(a) of the NDAA prohibits federal award “recipients and subrecipients” from spending federal “loan or grant funds” to “procure or obtain” certain covered telecommunications equipment and/or services to buy Hikvision, Dahua, ZTE, or Huawei HiSilicon systems, whether it is for the purchase of a new system or extending or renewing a contract.
The NDAA ban extends to other vendors and manufacturers if their surveillance or telecommunications devices use any components manufactured by the above named companies and their subsidiaries and are a “substantial or essential component of any system, or as critical technology as part of any system.” See below for a list of other vendors and manufacturers (OEMS) that may be affected by this ban.

HOW DOES OUR TRADE-IN PROGRAM WORK?
SURVEILLANCE Camera System CREDIT
Homeland Safety Systems (HSS) is offering a trade-in program to assist any entity looking to obtain a NDAA compliant security camera system. In order to receive this credit, Homeland will uninstall the pre-existing camera system that needs to be replaced and issue a credit towards a new NDAA compliant HSS system.
DO YOU QUALIFY?
In order to qualify for the HSS trade-in program, you will need a pre-existing camera system that you are wanting to uninstall and replace with a NDAA Compliant HSS Camera System.
