WHAT IS A NDAA COMPLIANT CAMERA SYSTEM?

In order for certain video surveillance & telecommunications equipment to be installed on U.S. government properties, it must be in compliance with Section 889 of the 2019 National Defense Authorization Act (NDAA).

Section 889(a) of the NDAA prohibits federal award “recipients and subrecipients” from spending federal “loan or grant funds” to “procure or obtain” certain covered telecommunications equipment and/or services to buy Hikvision, Dahua, ZTE, or Huawei HiSilicon systems, whether it is for the purchase of a new system or extending or renewing a contract.

The NDAA ban extends to other vendors and manufacturers if their surveillance or telecommunications devices use any components manufactured by the above named companies and their subsidiaries and are a “substantial or essential component of any system, or as critical technology as part of any system.” See below for a list of other vendors and manufacturers (OEMS) that may be affected by this ban.

THE FUTURE OF COMPLIANCE IN THE SECURITY INDUSTRY

Understanding the rationale and implications of these ever-changing laws around telecommunications and security can help you make the most informed decision before purchasing equipment for your facility. Even if you do not currently receive federal funding,  applying for a grant in the future or the opportunity to receive federal funding could be put at risk if your facility currently uses or intends to purchase equipment from the above-named banned vendors.

With Vermont setting the precedent to ban the purchase of these products using state-level funding, followed by Louisiana’s Act 52-Senate Bill 30 effective as of January 1, 2021, it can be reasonably presumed that other states will sign similar bills into law in the years to come. Having a NDAA compliant surveillance system for your state government facility installations will future-proof your systems and will ensure your privacy is on a safe, secure network.

At Homeland Safety Systems, we aim not only to provide the best service possible but also educate our customers on the importance of the long-term value we are able to offer. All of Homeland Safety Systems products, including those listed on the U.S. Government GSA Schedule, are in full compliance with the NDAA and Louisiana’s Act 52-SB 30.  We are proud to manufacture our own low voltage, name brand equipment providing a broad spectrum of surveillance products and services for facilities across Louisiana, Arkansas, and Mississippi.
